Shocking Espionage Scandal in Jaisalmer as State Employee with Alleged Pakistan ISI Ties Faces Interrogation Under Operation Sindoor
In a shocking revelation, a Rajasthan government employee has been arrested for allegedly spying for Pakistan’s Inter-Services Intelligence (ISI), raising national security concerns. Identified as Sakur (or Shakur) Khan Mangaliyar, the suspect was detained from his office in Jaisalmer by a joint team of the CID and Indian intelligence agencies. This arrest is part of Operation Sindoor, a large-scale crackdown on espionage networks following the deadly Pahalgam terror attack on April 22, 2025. The case underscores the increasing threat of ISI espionage within India’s border regions and sheds light on potential political and cross-border links that may have enabled such operations.
ISI Links and Operation Sindoor Crackdown in Rajasthan
Sakur Khan Mangaliyar, employed in the state employment department, was under surveillance for several weeks before his arrest. He had allegedly established contacts with handlers from Pakistan’s ISI and the Pakistani High Commission. Investigating agencies found multiple Pakistani phone numbers on his device, which he failed to explain convincingly.
Now, a man named Shakur Khan has been arrested in Jaisalmer for allegedly sharing sensitive information with Pakistan's ISI.

Security sources also revealed that Mangaliyar had visited Pakistan at least seven times in recent years. While no direct military data was recovered from his phone, a large number of deleted files have raised suspicions. Officials are also investigating his financial records, particularly two bank accounts showing unusual transactions that may indicate foreign funding or payments.
His arrest is just one among several similar cases across Punjab, Haryana, and Rajasthan, initiated under Operation Sindoor—a counterintelligence response to the rising threats post the terror attack in Jammu & Kashmir. This crackdown aims to neutralize dormant espionage cells operating under civilian or bureaucratic cover.
Political Connections and Ongoing Investigation
Perhaps the most alarming development is the suspected political linkage of Sakur Khan Mangaliyar. According to intelligence sources, he reportedly served as a personal assistant to a senior Congress politician during the previous regime in Rajasthan. While no official confirmation has been made, this connection is under deep scrutiny by central agencies.
The suspect is being transferred to Jaipur for further questioning. Investigators are attempting to map the full extent of the spy network, determine whether more individuals are involved, and identify any breaches in sensitive data or administrative channels. “We are verifying all facts and conducting an inquiry,” stated SP Sudhir Chaudhary.
This arrest emphasizes the need for continuous vigilance in India’s border districts, especially amidst ongoing threats from cross-border terror outfits. As the probe deepens, this case may expose a larger nexus of espionage and political facilitation rooted in seemingly routine government positions.
